Combined Heat & Power Generation System
The Combined Heat and Power Plant Installation project involved constructing a modern, high-efficiency power and steam generation facility to replace an outdated plant that burned trash and faced environmental compliance issues. Ameresco contracted ITAC to deliver a reliable system capable of meeting the site’s full electricity and steam demands, while incorporating advanced black start capabilities for critical power restoration during grid outages.
Key installed equipment included:
- 2 × 8.46 MW dual-fuel combustion turbine generators
- 1 × 2.1 MW steam turbine generator
- 3 × 1.001 MW Energy Storage System (ESS – Tesla batteries)
- Multiple transformers, panelboards, motor control centers (MCCs)
- Site lighting, emergency generator, and large fuel storage tank
Client Challenge
The existing power and steam plant was required to be decommissioned due to environmental concerns related to trash incineration. The facility needed a new, cleaner, and more resilient solution to ensure continuous power and steam supply, including the ability to perform black start operations (self-restoring critical power without external grid support) in the event of a complete power loss.

ITAC Solution
ITAC mobilized multiple operating units (Electrical, Mechanical, Custom Machine Shop and Panel Shop Fabrications), along with dedicated full-time safety and purchasing support, to execute this complex project.
ITAC assisted with final design refinements and performed full installation of the CHP system. The project utilized 3D modeling for coordination, and ITAC maintained real-time updates to the model as field changes occurred.
Electrical Construction
- Complete installation of dual-fuel combustion generators, steam turbine generator, and Tesla Energy Storage System
- Installation of transformers, panelboards, MCC units, emergency generator, and associated power distribution
- Conduit and cabling for all systems, including large-scale rack supports
Mechanical Construction
- Installation of conduit supports for extensive runs of 4” conduits
- Structural I-beam supports for large equipment racks and systems
Project Management
- Full-time Project Manager and Construction Manager onsite
- Close collaboration with Ameresco to meet evolving site requirements and maintain schedule
Project Results
ITAC successfully completed the project on time, enabling the facility to produce clean steam and electricity while eliminating the environmental issues of the old trash-burning system. The integrated Energy Storage System provides robust black start capabilities, ensuring critical operations can resume quickly after power disruptions.
The project transformed the site’s energy infrastructure into a more efficient, reliable, and environmentally compliant solution.
